The creation of schools in every town for every child dates back to before the Revolutionary War. In 1647, Massachusetts became the first to establish a right to an education.
The use of taxes, including property taxes, to pay for that education quickly followed and was adopted by many colonies and then states.
But that seemingly simple decision, to use local taxes to educate children, has had very long-term impacts. It鈥檚 created a system that many feel has grown out of control.
